Report of the Licensing Officer - Golden Cross Inn, 97 Village Street, Harvington Minutes: (The application was then dealt with in accordance with the ‘Licensing Sub-Committee Hearing Procedure’)
The Committee received and considered the report of the Licensing Unit Leader with regard to this application.
The Business Manager of Punch Taverns plc spoke on behalf of the Applicant. The Applicant also spoke in support in his application. They were mindful of the concerns of the Objectors and preventing public nuisance.
Letters from the Objectors were shown to the Applicant.
There was one of the Objectors present at the meeting who spoke about her concerns.
Resolved
That having considered the objections and submission of the Applicant it was decided in the light of the policy to grant the application but with modified licence conditions to support the public nuisance objective, specifically:
(1) External doors and windows to be closed from 23:20 except as required for access and egress. (2) Signs to be erected reminding patrons to respect the neighbours; DPS to actively encourage patrons to leave quietly and efficiently. (3) The sub-committee accepted the applicant’s undertaking to remove the benches from the front of the premises, which are cited as being a focus for nuisance. |

Report of the Licensing Officer - The Fleece Inn, The Cross, Bretforton Minutes: (The application was then dealt with in accordance with the ‘Licensing Sub-Committee Hearing Procedure’)
The Committee received and considered the report of the Licensing Unit Leader with regard to this application.
The Licensee spoke in support of his application. A plan of the Fleece Inn was shown to the Committee and documents the Licensee had prepared addressing the concerns of the Objectors were also given out to the Panel.
The Objectors who were present gave their reasons for objecting.
The Licensee responded to the Objectors.
The Applicant was advised that the law does allow anyone to offer the full range of activities – including amplified music – from premises including land on up to 12 occasions per year, by way of temporary event notice procedure.
The Legal Executive asked the Licensee to make out the courtyard on the plan.
Resolved
That having considered the objections and submissions of the Applicant it was decided in the light of the policy to reject part of the application, specifically use of amplified music for regulated activities in the gardens.
The remainder of the application was granted, with the modified conditions described below:
(1) The Sub-Committee accepted the Applicant’s undertaking to limit consumption (outside of the buildings) to the marked patio and courtyard after 23:15. (2) The Sub-Committee accepted a modification to the application in respect of hours when alcohol might be sold by retail, which may be until midnight Monday to Wednesday and until 00:30 on Thursday. Permitted hours on Friday and Saturdays were granted as sought. Timings for the other regulated activities indoors were granted as sought. (3) A condition of the licence will be that signs are to be provided reminding patrons to respect the neighbours when leaving. |

Report of the Licensing Officer - Defford Arms, Upton Road, Defford Minutes: (The application was then dealt with in accordance with the ‘Licensing Sub-Committee Hearing Procedure’)
The Committee received and considered the report of the Licensing Unit Leader with regard to this application.
There were Environmental Protection objections.
The Agent spoke in support of the application on behalf of the Applicant.
The Solicitor representing the Objectors detailed the objections.
The Agent addressed the concerns of the Objectors.
Resolved
That having considered the objections and submission of the Applicant it was decided in the light of the policy to grant the application for variation of the Premises Licence, but with modified licence conditions so as to support the public nuisance objective, specifically:-
(1) There is to be no music outside the building. (2) Regulated activities as applied for will terminate at midnight Monday – Sunday; plus an additional hour into the morning following Friday – Monday inclusive of bank holiday weekends and into the morning following Christmas Eve and into the morning following Boxing Day. All activities may continue from end of permitted hours on New Year’s Eve until start of permitted hours on New Year’s Day. (3) Alcohol is not to be sold in the last forty five minutes that the premises are open to the public each day. |

The Secretary of the Club spoke in support of the application.
As a Responsible Authority, the Environmental Protection team confirmed that objections had been received and suggested consideration of a limit to the number of skittle alley events of three per week.
The Sub-Committee considered a relevant representation from an interested person who was not at the meeting.
The Sub-Committee accepted a modification of the application such that indoor sports entertainment may only take place between Monday and Friday, from 20:00 until 22:30.

The Committee received and considered the report of the Licensing Unit Leader with regard to this application.
A representative of the Applicant spoke in support of the application.
The Sub-Committee considered the written representation of an interested person who was not present at the meeting.
The applicant had spoken to the Objector about her concerns. The Sub-Committee accepted a modification to the application such that windows facing Beryl’s Cottage would be closed after 23:00.
